California

California Coastal Region Workforce Development Boards
TL Phillips Consulting Services excited to be selected for the Monterey County California’s Consultant Pool to provide board governance and development support for the four Coastal Region Workforce Development Boards located in the counties of Santa Barbara, Monterey, San Luis Obispo, and Santa Cruz.

Goodwill of Southern California
Goodwill of Southern California is building a comprehensive and focused professional training program for its workforce development Directors and Senior Managers, as the organization expands its emerging macro-leader role in the larger regional workforce development system. TL Phillips Consulting Services was engaged to provide preliminary support in building this framework by conducting a workshop: “Enhancing/Building Leadership and Managing Teams” that provided a foundation to equip their senior management team with additional core competencies/skills to be more effective managers, leaders, intermediaries, and conveners.

Pacific Gateway
Pacific Gateway is interested in increasing employment opportunities for lower-skilled/educated people residing in low-income census tracks while meeting employer talent needs in a period of low unemployment. This will be accomplished by undertaking a comprehensive needs and resources assessment for job seekers, employers, and key service provider stakeholders to improve efficiency resulting in improved customer outcomes and community results.  TL Phillips has been engaged to provide technical assistance to further build their partnership network through key service providers’ outreach efforts to clarify the services offered and organizational capacity.  This along with other existing partnership services will be compared against the job-readiness/skills training and wrap-around services needs to determine “gaps/cliffs” and recommendations to address them for four targeted job seeker groups.


Connecticut

UCONN Public Sector Executive Leadership Collaborative

TL Phillips Consulting was engaged by the UCONN School of Public Policy (in partnership with 13 public and nonprofit associations) to conduct a workshop entitled: “Leveraging Municipal and Nonprofit Assets to Achieve Improved Community Outcomes: Governance and Impact Strategies.”  The interactive workshop provided six learning modules including leadership skills development, the importance of innovation, the role of the intermediary, core values, resource development, and board governance.  The workshop built new and enhance existing skillsets for senior managers.

Middletown Works
Middletown Works received a three-year competitive grant from the Federal Reserve Bank of Boston’s Working Cities Challenge program with the goal is to reduce the current 43% of single-parent families below the federal poverty level to 20% over the next ten years through a series of actionable strategies.  TL Phillips Consulting Services is providing technical assistance to help build a pipeline of qualified talent from this group that secures career pathway opportunities while addressing the job recruitment needs of the business.  A series of employer recruitment pilot projects will address job readiness, skills training, and wrap-around support services through a collective impact model. Researched and prepared a comprehensive resource development inventory that included four categories and nineteen opportunities to support the initiative’s long-term sustainability.

Town of Glastonbury
The Town of Glastonbury is one of four Connecticut cities/towns to receive a Network of Age-Friendly Communities designation from the AARP.  The Network provides a framework to help educate, encourage, promote, recognize, and implement improvements that make communities livable for all ages.  TL Phillips Consulting Services has been engaged by the town to undertake community outreach and assessment effort to promote the initiative and gain feedback on the opportunities related to AARP’s Eight Domains of Livability priorities, resulting in identified improvement recommendations to be incorporated into a required Three-Year Action Plan for submission to and certification by AARP, before implementation commences.

Spokane Workforce Council
“Tom brought his leadership, experience, and insights gained from working with local workforce boards across the country to help our Council in launching its 2020 WIOA strategic planning efforts at our annual retreat. Several key elements contributed to our success. Tom was able to develop and deploy an online survey tool for the board members to identify local workforce system priorities in advance of the event and then facilitate a deep dive into each issue by engaging the board in meaningful dialogue. He also helped frame our discussion with examples and best practices from the field as well as elements from current national policy discussions. Idaho

Idaho Workforce Development Council
TL Phillips Consulting was engaged to provide an independent and extensive assessment of 14 written proposals from two prospective vendors submitted in response to an RFP regarding the selection of a contractor or contractors to manage part or all of Idaho’s WIOA Adult and Dislocated Worker programs statewide and for six regional Service Delivery Areas (SDA’s).  This included the development of an objective and detailed universal Proposal Evaluation form template after also researching additional sources such as the WIOA State Plan for 2020-2024, General Mandatory Response (statewide), and SDA Mandatory Response questions, USDOL ETA TEGL for the WIOA Adult and Dislocated programs, etc. Other Observations and Considerations questions were developed that offered recommendations to further strengthen the programs, as well as system-wide.  Finally,  additional research was conducted and suggestions made regarding budget costs comparisons.
